The City Connecting Link Improvement Program (CCLIP) offers federal and state funds to cities for enhancing City Connecting Links in three categories: surface preservation, pavement restoration, and geometric improvement. A City Connecting Link refers to any city street with a state highway designation. All City Connecting Links are eligible for the program, except those on the Interstate System and fully controlled access sections of the Freeway System.
Funding Categories
Surface Preservation (SP): This category focuses on maintaining or extending the life of the driving surface through methods like overlay, mill and overlay, pavement patching, and joint repair. It includes ADA curb ramps but excludes major structural improvements like bridge repairs or extensive sidewalk construction.
Pavement Restoration (PR): This category addresses more severe road surface issues that require extensive repairs, such as full-depth pavement replacement. It includes related improvements like curb and gutter repairs and storm sewer work, but typically does not alter the road’s geometric design.
Geometric Improvement (GI): This category aims to improve safety, capacity, or operational efficiency by modifying the road’s geometry. Examples include intersection reconstruction, adding or extending turn lanes, and widening roads to accommodate larger vehicles.
How to Apply
When the Bureau of Local Projects is ready to solicit projects, a memo will be sent out with an application.
