KDOT’s Bureau of Local Projects is a vital hub for agencies to manage and execute transportation projects with communities across Kansas. Here, you’ll find details on programs, guidelines, and tools to help with infrastructure development throughout the state. We also provide comprehensive resources and forms to support public agencies in their transportation projects. 

In cooperation with the Federal Highway Administration (FHWA), KDOT has developed a program allowing local units of government to administer their own federally funded non-National Highway System (non-NHS) projects with minimal oversight from KDOT. Under this program, local public authorities (LPAs) can either develop their own procedures following the guidelines in the Bureau of Local Projects Local Public Authority (LPA) Project Development Manual and submit them to KDOT for approval, or they can adopt the Manual for their procedures. 

Certain minimum criteria have been established for an LPA to be approved to administer federally funded, non-NHS projects. These criteria allow projects to be developed in accordance with all applicable laws, regulations, criteria, and accepted engineering practices.
