The Emergency Relief (ER) program provides funding for necessary repairs on federal-aid eligible routes following a declared natural disaster or catastrophic failure from an external cause. Examples include floods, tornadoes, severe storms, or a bridge collapse due to an impact. 

Eligibility and Application 

  • Damage Threshold: There must be at least $700,000 in total estimated damage for the affected area. 
  • Disaster Declaration: An application for ER funds can be initiated after an official disaster proclamation from the Governor or the President. 
  • Assessment: The application method is determined by the results of a disaster assessment. 

Eligible Entities 

Public entities with federal-aid highways can apply for ER funding. Federal-aid highways include: 

  • Arterial roads 
  • Urban collectors 
  • Major rural collectors 

Funding is not available for federal-aid routes classified as local roads or rural minor collectors.
