The Section 5310 program provides funding to private non-profits and local governments to offer transportation services for the elderly and persons with disabilities. While these services are typically for specific clients, they can be extended to all elderly persons, persons with disabilities, and the general public once the immediate needs are met. 

Eligibility  

  • Applicants: Private non-profits registered in Kansas and local governments (if approved to coordinate services or if no non-profits are available). 
  • Capital Expenses: Transit vehicles and equipment like wheelchair lifts, ramps, and restraints. 
  • Operating Expenses: Costs for drivers, dispatchers, fuel, oil, tires, repairs, vehicle tags, insurance, etc.   

Funding Requirements

  • Capital Purchase: 80% funded by KDOT, 20% by local share. 
  • Operating Expenses: No federal assistance; state assistance covers 70% (up to $5,000 per agency per year), with a 30% local share.  

How to Apply 

Our annual "Call for Projects" opens the first week in October. During this time applications are made available through our BlackCat Grant Management Software system. When applying please contact KDOT staff for login information.
