The City Connecting Link Maintenance Program offers state funding to cities for maintaining City Connecting Links (CCLs), which are city streets designated as state highways. 

The program funds the maintenance of CCLs as outlined in the maintenance agreement between the city and KDOT. These agreements are updated as needed due to city annexations, highway construction changes, route number changes, or if the city requests (and KDOT agrees to) a change in maintenance responsibilities.
