KDOT is rolling out an update to the Blue Book, which will become the official edition in 2026. The definitions and requirements shown in the 2015 Blue Book are still in place for RFPs released during 2025. This update removes 17 existing categories, adds 3 new categories, and modifies the requirements in 5 categories.

In 2025, firms will submit their prequalification packages in accordance with the categories in the updated Blue Book so that they will be ready for 2026 RFPs at the start of the year.

  • Firms will not submit prequalifications in categories that are going away in 2026. KDOT will stop using those categories in solicitations in 2025.
  • Firms will submit prequalifications in categories that are being added in 2026, although no RFPs will use these categories until 2026, when all firms have had a chance to become prequalified.
  • For categories with updated requirements, firms will submit prequalifications based on the new requirements, but the new requirements will not go into effect until 2026. Therefore, firms prequalified in those categories under either the existing or new requirements will be considered prequalified for work in those categories through 2025.

How to Get Prequalified 

Before being selected for a KDOT project, companies offering Engineering or Technical services must be prequalified in the relevant categories specified in the project RFP. Here’s how to get prequalified: 

Submission Tips 

  • New or Updated Information: You can submit new or updated 1050 forms at any time. 
  • Review Process: Typically involves at least two reviewers per category and takes about two weeks. Reviews can be expedited if needed for a proposal. 

Annual Re-Submission

  • Existing Prequalified Firms: Must re-submit the 1050 Form annually, or every other year if there are no significant changes. 
  • Timing: Submit the form and documentation at least six (6) weeks before the annual expiration. 
  • Note: In 2025, all firms who wish to become prequalified in a new category for 2026 or in an existing category with changing requirements should plan to submit a full prequalification package during their regularly scheduled quarter regardless of whether a full package was submitted in 2024. At least six (6) weeks in advance of the annual expiration, consultants are required to re-submit the 1050 Form and associated documentation to the email address noted above.
