1. Write a Request: Submit your request in writing. 
2. Identify Yourself: Provide your name, address, and phone number. 
3. Identify the Tract: Specify the location of the tract you want reviewed.

• Marked Map or Plan: Send a marked map or plan. You can get a county appraiser's map, mark the tract, and send it in. 
• Survey: If a survey has been done, send that. 
• Section-Township-Range: You can also provide the section-township-range or the quadrant of an intersection, but this may take longer. 

1. Initial Research: We research how and when KDOT acquired the tract and if it might be excess right of way. 
2. Review Process: If KDOT owns the tract and it might be excess, several KDOT bureaus and the District Engineer will review it to see if it's needed for current or future highway needs. 
3. Appraisal: If the tract is deemed excess, a legal description is written, and the tract is appraised to determine fair market value. 
4. Sale Process: Depending on the property, it may be sold at public auction or through other means. 
   • If it's accessible by a public road, an auction is likely.  
   • For 'assemblage' properties, a sealed bid process is used, or it may be offered to the abutting landowner.  
   • If KDOT does not have full ownership of the property, only a permanent easement, it can only be sold to the underlying fee titleholder. In some cases, KDOT has teamed with the underlying fee titleholder for a joint sale through auction.
